Does High Cycle Count Lead to Complete Battery Failure?

ISSUE First, I understand my battery can degrade over time. I also understand that a high cycle count is indicative of a degraded battery. However, does the battery stop working when the cycle count becomes to high? I was able to run my PowerBook on battery power for well over an hour the night before my battery stopped working completely. Please see battery/charger information below. I have attempted PRAM, NVRAM, and PMU resets via keyboard combinations and via open firmware. I have also attempted to install the battery update and installed a fresh copy of Mac OS X Tiger. After investigating the discussion forum, I have concluded that I am most likely experiencing an external battery, backup battery, or power adapter issue. My symptoms appeared in this order. The night before my issues arose, I ran my PowerBook G4 (15-inch FW 800) on battery power for nearly an hour with reduced power settings. I used the laptop until the computer forced itself into sleep once the battery power dissip
