No.  It is a common myth that waxing or shaving will cause the hair to grow back fuller or thicker, but waxing will not have any effect on the hair’s thickness when it grows back.  Every hair on the body grows from a follicle, and at the bottom of this follicle is the papilla, which is a tiny microscopic organ that determines the hair’s growth.  Electrolysis destroys the papilla, which is why the hair does not grow back after electrolysis.  Since the papilla is beneath the skin, waxing will not cause the hair to grow back thicker, fuller, finer, or thinner than it was before.
