I believe He can and often does answer an unsaved person’s prayer but the only prayer he has obligated Himself to answer is the prayer for salvation. There are countless examples of unsaved parents praying that God would heal their children, and He did, or a soldier in a foxhole begging God to spare him, and he was spared.
