Data from the past four years show that most of the time it doesn’t matter. Sometimes the PI succeeds in significantly raising their score with the Army panel. However, about an equal number of times, the PI exposes a significant shortcoming of the proposed work, and lowers the score. The Army panel rankings are factored into the final CIMIT funding decision.
