Does Funding for Private Schools Save the Province Money That Can Be Invested in the Public School System?
The short answer is “no”. As has been described earlier in this submission, private schools do only part of the public policy work of public schools. It is in the nature of the existence of private schools that they make other public policy objectives more difficult, more costly, and less likely for the civil community to accomplish. Their operation increases indirect costs and deferred costs for the community. Funding, and any increase in funding, encourages the supporters of private schools to believe that the majority of the community is prepared to subsidize private purposes and activities, notwithstanding the fact that they are undertaken at cost to the community.
