Yes, that was how it was discovered to help teeth so much. A town had too much fluoride in their water and they had the cosmetic problems that go with that, but strong cavity free teeth. Some cities have to add fluoride to their water and some have to adjust it down to reach the optimal level that helps but doesn’t cause those cosmetic problems.
