Answer Hello John Filling the cinder blocks with any type of material will not stop water from coming through the vertical mortar joints between the blocks. You must stop the surface water from approaching the perimeter of the foundation. French drains are not a good idea along a block foundation. You need positive grade slope and a specific flow path away from the building. Also you need to be certain that the downspouts are discharging at least 5ft from the building. I wish you the best!
