Felt sort of sticks to felt. It’s not a strong bond at all, but if you pat felt items onto a felt board, they will stay. Velcro is a much stronger bond, though. I teach little kids with disabilities, and I use a felt board. When we do felt board activities, occasionally one of the items will fall off, but I just do a “Oops! That naughty apple just fell off the tree!” or whatever. Experiment with felt on felt and see if it’s a sufficient bond for your needs.
