Does exercising take away the effects of loosing weight if your not eating properly?

.The word is “losing” (not loosing) and although you’ll have less energy for exercise and your body won’t have proper fuel for good muscle building, you are correct in that if you drop your calorie intake quite low, the body will use muscle tissue for energy before using fat, because the muscle tissue requires more calories to maintain and the body will be trying to use as few calories as possible because it’s not getting all that it needs. Weight will still come off (more muscle tissue than fat, as you said) but what also happens is the body will gain weight more easily when the person starts to consume a proper amount of calories because it will want to store as much as possible in case it gets starved again.
