Permitted Development Rights are attached to most houses but not all. Article 4 Directions can annul Permitted Development Rights and can drastically reduce the development potential of a house and in turn its potential value. Remember flats do not have Permitted Development Rights, whether they are converted from a house or built originally. Very new houses will often have their Rights amended or removed at the point of construction which will restrict what you can do to the property.
