Does Ethica think the moratorium is a good idea and should be maintained?
We understand that some may interpret our comments in this way. As we stated, we believe that moratoriums are harmful for children and should be avoided whenever possible. There are, sadly, times when they cannot be avoided due to the extreme risk to children and families. When they do happen, both governments should do everything possible to expedite a reopening. To do so, however, it is imperative that protections be added to protect children and families. What we kept saying, repeatedly, to 20/20 (that did not make the show) was that we would like to see Cambodia reopened with improved protections that ensure that the children who really are orphans and need to be adopted are the ones who find homes. We hope that will happen sooner rather than later.
