That person remains the registered keeper until he/she sells the car or passes the car onto someone else. That person would then have to fill in the slip informing the DVLA that they are the new registered keeper, even if it’s at the same address as previous. If you buy a used car then when you have brought the car you would need to fill out the form to inform the DVLA that you are the new registered keeper. Before purchasing the car, the previous registered keeper would have to fill out the slip that informs the DVLA that they are no longer the registered keeper.
