Does Denver Parking have jurisdiction to issue tickets in Arapahoe County?

I live in a small “island” of unincorporated Arapahoe County, surrounded by the City & County of Denver. We live at the end of a small Cul de Sac off a dead end and yesterday my son received two parking tickets from Denver Parking (parking head-in and too far away from curb) and our neighbors received three tickets on their two cars which were parked the wrong direction against the curb in front of their house. They’ve lived there 50 years and have never seen such a thing. Technically, I recognize these were violations, but it seems to me the multiple tickets on one car goes a little too far, and a warning (after 50 years) would have sufficed. But I wouldn’t be surprised if the parking enforcement officer wasn’t aware they were in Arapahoe County (seems like Arapahoe County would want the revenue) as it’s not obvious.
