Voters did little to change the political makeup of a board responsible for spending most of the city budget. The four incumbents among a field of nine candidates kept their seats, including two Democrats, a Republican and an unaffiliated. Former Superintendent of Police Neil O’Leary, a Democrat, decided not to run for re-election to the school board and the fifth open seat went to Jose Morales, a 35-year-old Democrat. That leaves Democrats holding a six-member majority on the 10-member board. Under the city charter, only three Democrats could have won this year, Board of Education President Patrick J.
