Whenever you visited a website, a cookie of the website will be saved into your computer. However, deleting the cookies does not mean that you are deleting the temp files. So, what your colleague suggested is correct. In addition, you may want to delete the browsing history too. Alternatively, use a portable version of browser and everything will be stored in one folder. Delete the folder and you will leave nothing behind. Extracting the files do not need administrator right and you use it safely.
