The Commonwealth owns all surface and subsurface rights on approximately 85 percent of state forest lands and, therefore, has control over any gas development activity. On the remaining 15 percent, approximately 315,000 acres, the Commonwealth owns the surface, but does not own all the subsurface oil and gas rights. DCNR does try to purchase outstanding oil and gas rights when opportunities exist.
