Smallholder farmers will not always be able to afford to pay cost-recovery charges for the provision of agriculture-supporting infrastructure and other services provided by Core Live. Therefore explicit subsidies will be targeted on extending access to improve services by small farmers on a sustainable basis at affordable cost.
