Contrary to common belief, NOT, at least not always. Black Cavendish is jet black and yet is pretty mild, and so is Latakia (which is actually mistakingly believed to be a strong tobacco). A light brown Virginia is often a lot stronger than Latakia, for example. However, within the same type of tobacco, let’s say Virginia, usually a tobacco lighter in color is milder than a darker one. The strength of a tobacco is usually determined by the amount of fermentation, but primarily by the type of leaf itself.
