Of course they make things worse. Not to mention how they give publicity and mistique to whatever they are censoring. E.g., Satanic Verses was a good book, but it wouldn’t have been nearly as popular if the Iranian government hadn’t put Rushdie on a death list. That’s one of the reasons the Catholic Church stopped issuing its “Index” of censored books. My grandmother said that “God’s Little Acre” was a mediocre, mildly amusing book, but once Rome put it on its list of forbidden books, everybody and their godparents read it.
