I think it’s close enough for an Elvish name, but in the Lord of the Rings every name is based in Tolkien’s languages (mostly Sindarin). Cecilia (or Cesalya) does not originate in Sindarin (or Quenya), so nitpickers (like me ^_^) may have a problem with it. A few things about the LotR Elvish may be helpful for you though: C always reads like k, so Cecilia in LotR Elvish would be better written with S or TH. If you want to just change the spelling, I think you’d be better off with Sesilia or Sethilia. A possible combination in Sindarin could be Sellthilia (sell + thilia – girl + glisten = glistering girl)), it’s a bit rough but fits better into Tolkien’s world than your made up spelling. Btw, in Elvish words ë is usually used to indicate that an e at the end of a word is not silent (or that it does not form a diphthong with a vowel preceeding it), alone in the middle of the word it’s unnecessary to add a trema.
