Does capella require each graphic object to be attached to an anchor note?
Yes. Except for those objects, that are anchored to the page and thereby have special properties, all other objects must be attached to a note/rest or a group of notes/rests. If that should pose a problem, you can always make notes/rests invisible and mute, but still use them as anchor notes/rests.
