For example, if the EA failed to note that a requested change was in conflict with the RFI, the conflict between the change in operations and the RFI may be identified by CalRecycle staff. If the EA does not address the conflict through appropriate enforcement actions then the EA could be subject to the process outlined in 14 CCR, Section 18350.
