Majority of the CAA offices in Saskatchewan will do the passport pictures, but they do not process the Passport Application, you will either have to take it to the Passport Office, a Receiving agent(Canada Post, Service Canada) or mail it. There is a notice out that Passports are taking a bit longer now to process due to the increase in applications, so if you live close to the Passport Offices in either Regina or Saskatoon you would be better off going there, as it only takes approx 2 weeks and then delivery time.
