Zabrocki, who has led Tinley Park for 28 years, said he paused, then paused again, before asking BusinessWeek how the village beat out the rest of the nation. “After I got off the ceiling I said, ‘Great, what do we do now?’ ” Zabrocki recalled. BusinessWeek teamed up with Onboard Informatics, which provides real estate data, to compile the rankings.
