Wow rick you just compared selling the most advanced airplanes to selling them small arms and anti aircraft weapons, though for the most part we gave weapons, not sold, to mujahideen forces and your lack of knowledge on the current war shows you probably have no businesss talking about it. Anyways Boeing will sell to almost anyone they can someone mentioned Brazil, the US and Boeing are really pushing to sell 36 F-18s or 2.2 billion dollars, with the first delivery in 2014. They work with Foreign Countries the same as they do in the US with competing based on specifications the country sets. A bidding war between Russia, Boeing and Lockheed occurredd in Brazil after the Su-35 and F-16 was eliminated Boeing won the bid. Hope that helps.
