A12: Yes. Extraordinary site costs are allowable, with justification (for the application, this is provided through Attachment 10), in connection to the Revitalization Plan, which includes the original site and any off-site properties. Section IV.B.8.e(16) (page 101) provides the following instruction on completing Attachment 10: “Attachment 10. Extraordinary Site Costs Certification. This attachment is applicable only if you request funds to pay for extraordinary site costs, outside the TDC limits.
