A7: The ASTM F963-08 revision was published in February and, as an industry consensus standard, it was effective on the date it is published. It is not retroactive, however. As a consumer product safety rule, the revision became mandatory on August 17th. Again, it is not retroactive – although your retailer may have required compliance starting from when it was published in February.
