Basic moral values are all about doing the righ thing. Etiquette is more about poncy social class rules that aim to only include ‘those in the know’. An obvious example is sitting down to a 6 course meal and using the ‘wrong’ spoon. It is all about exclusion and keeping the riff-raff at bay. Basic moral values mean you don’t care what spoon people use as long as every one is enjoying themselves and care about on another.
