Cassini slowed down relative to the Sun as it passed in its periapsis of Saturn to be captured by Saturn. Cassini also fired its main engine to “speed up” relative to Saturn at its first apoapsis in a maneuver designed to: raise its 2nd periapsis, come very close to Titan, and change its inclination more in-line with the ring-plane. Hence it is moving faster than it was after the periapsis burn, but slower than it was in the same relative place on the incoming trajectory.
