Here are a few sites to start with: We7 allows you to download free MP3s with short (10 seconds or less) ads attached to the beginning of each file. It is completely legal as the artists are supported by the ads. Jamendo allows you to download free MP3s from artists who have chosen to release their music under a Creative Commons license. It is completely legal as it is up to the artists what gets released there and what doesn’t; they are supported by optional donations, as well as the fact that anyone who hears their music is a potential new fan who can then support them in other ways. Finally, many artists just decide to release music for free through their own websites.
