Does anyone know where i can get a really cheap electric guitar and starter kit?
You might find a decent used one, either at a music store or ebay, but you have to know what you are looking for to avoid buying junk. Fender sells a “Squier” kit, which includes a decent beginner guitar, a small amp, tuner, bag-style case and a DVD for about $200 on-line, plus shipping. They might have that model at your local music store, too. You can find cheaper kits at stores like WalMart, but they are junk, and will be frustrating to play and sound terrible, especially if you are just learning. You might consider getting an acoustic guitar and taking a few lessons to see if you like it first. They are less expensive, and you would save the cost of buying an amplifier. Your local music store might have rentals available, too.
