I see no reference to any such speech, but there is a written proclamation: http://www.presidency.ucsb.edu/ws/index.php?pid=14570 “Now, therefore, I, FRANKLIN D. ROOSEVELT, President of the United States of America pursuant to the provisions of Section 217 (a) of the said Act of June 16, 1933, do hereby proclaim that the Eighteenth Amendment to the Constitution of the United States was repealed on the fifth day of December, 1933.
