I would doubt he would be able to claim disability living allowance. DLA is assessed on 2 things, how much care you need and whether your disability affects your mobility. As he falls into neither category it would seem he won’t be entitled to DLA. Most people who are profoundly deaf in one ear manage to live a normal life.
