Actually what your asking about is the athletic team themselves the USOC and not the planning of the Olympic games themselves. The answer is NO all funding comes from private and corporate donations/sponsorship. Keep in mind many of the higher profile sports and athletes are professionals as the IOC eliminated the amateur rules which was a charade. The USA has never had state supported amateurism like in the days of the USSR and East Germany (GDR). Athletes in smaller sports meaning Archery or Kayaking often join company programs that support Olympic athletes like Home Depot or rely on family, friends and what ever else funding they can get. Only time I guess you can say athletes are getting government funding is if they go to a state university. Take a sport like Gymnastics it gets good ratings come Olympic time , so AT&T is one of their sponsors. I should point out that all 28 USA sporting federations and the IOC qualifies as a tax exempt non-profit.organization.
