Does anyone know if the Community Service Scholarship is considered a merit scholarship?

The Tulane website says that a student cannot accept two merit scholarships, and must choose between one and the other. I’ve received the Distinguished Student Award and the Community Service Scholarship, and it would be amazing if I could keep both.
