“Timing” is the key element in controlling borer action. Once the larvae start to tunnel through the cambium layer (just under the bark) they are virtually impossible to stop, aside from removing the whole branch that is under attack. I would use “lindane” oil which is about the best product to use once you notice the holes drilled out. Lindane is pretty potent and is even banned in some states from being used now. It somewhat penetrates the bark down to the cambium layer where the larvae are feeding, so some control can be had here, but you have to catch it early before they tunnel too far from the entrance hole. I don’t know where you live, but controlling the adults as they deposit their eggs in the holes, is another way to “prevent them in the first place”. Each location is different as to when this occurs, and even then, you need to be able to identify the adults (small beetle) in order to start a spray program.
