I am assuming your intent is to create an iTunes account without providing a credit card number – I managed this a couple days ago. Follow these steps: 1) Open iTunes 2) Go to the app store in the iTunes store tab. 3) Pick any free application, and download it. 4) It will ask you to log in – click the “create account” button. Fill in the steps normally. The “none” option on the payment methods page will be available. If you were looking for iTunes coupons for the sake of coupons, then I apologize for this horribly-out-of-context answer.
