No, you don’t need a translation into Elvish (Quenya or Sindarin for that matter) to use Tengwar. You can write English sentences too. Online translators normally don’t work well. And often they use Grelvish, a derived, simplified form of Tolkien’s languages. Translation to Tolkien’s languages often can’t be done anyways, because they are incomplete.
