Does anyone have a neutred male dog that was aggressive towards un-neutred male dogs?

My dog is a neutred male, about 20 months old. He is fine around any type of dog except un-neutred males. Because the majority of people neuter their dogs, we don’t encounter un-neutred males very often. However, when we do meet one, and my dog has a chance to sniff, he instantly want to fight. Has anyone else had this problem and been able to train their dog to behave in a calm-submissive way.
