im not a smoker, but when i was in beauty school, one of the tricks to whiten the nails of a smoker was to use peroxide, it may work on skin as well, though it may temporarily leave it white.

try soaking your finger tips in nail varnish remover for about 5-10mins then scrub then with a nail brush and warm water
