Have a look at: Loropetalum chinensis (fringe flower) there are many out there and you can check the height on the different ones, they do respond well with clipping copper foliage with purple flowers Hardy to USDA Z8 but if you plant early enough, you may be okay I also thought of Berberis thunbergii and Physocarpus, but both are deciduous.
