i have the same problem in my house, its only upstairs, and one end of the house, council said it was poor ventilation, and said to leave windows open, i have used this kind of paint in the past, after treating the mould with mould killer, but it still comes through, if you can afford to redo your walls then go for it,

wash with disinfectant first to kill the spores then paint it with anything depending on on what you are doing if you put anything ov er the spores that includes anti mould the spores will break through if its damp behind kill the spores first
