There is a limit of one house per account. Custom Housing works a little differently in Angel Island. The shard does not allow complete custom housing but you can create a custom house in a special area on the Test Center and submit it for review on the Static House Designs forum[1]. An admin will review the house and give you feedback on changes they may require before it goes live and is available on the Angel Island shard as a static house deed.
