NO! However, the FAA does encourage participation in voluntary ultralight vehicle registration programs. The most comprehensive of these is operated by the United State Ultralight Association (USUA). Airport managers and FAA field inspectors tend to be more sympathetic when dealing with a registered ultralight and vehicle registration does show that you are serious about the sport.
