Does an applicant have to keep bringing in Euro 14 000 in to the country or does a bulk of funds contribute to following years?

Permanent Residence holder is required to transfer EUR 14,000 annually since at year-end our legal company would be required to submit a copy of the local bank statements to the Inland Revenue Department. A bulk transfer would not cover the following years and would be taken as the complete remittance for that year. The best would be to remit what the Maltese tax office requires each year.
