Does ADB communicate the details of evaluation to non-winning firms?
For TA projects, ADB’s Consulting Services Division provides a debriefing to firms requesting it. Verbal debriefing is preferred as it is more conducive to a dialogue with the consultant during which the strengths and weaknesses of the submitted TP are pointed out. For Loan projects, Borrowers are also encouraged to provide similar “debriefings”.
