Does a Web application server need to be running to use UltraDev?

To use UltraDevs Live Data Mode you will need to have network access to your Web application server. Access to the Web application server can can be through the local file network or through FTP. If you dont have access to an application server you can use all of the features of UltraDev except Live Data.
