Does a title have to be physically present before a dealer can enter an application on-line?

Yes, once a dealer is required to enter a sales/applications on-line, the title must physically be present before doing so. The dealer will have 15 days from the date of sale to enter the information. If title is not available after the 15 days, a report of sale must be done by the dealer. The application must then be entered immediately upon having the title available. Title must be delivered to purchaser within 30 days of date of sale.
