A. Yes. Pool fencing is not considered to be a self-assessable development. It requires a development approval for building work and inspection by a licensed building certifier. The above requirements apply as per Clause 21 of the Building Act 1975 (Building work that is self-assessable) and Schedule 1 of the building Regulation 2006.
