Does a reviewers effectiveness as a reviewer form part of their performance review?
The reviewer role should be reflected in the reviewers job description. It may be that this aspect of an individual’s performance is given priority. If that is the case it should be included in the objective setting and review process in the same way as other priorities. However, there is no need for every aspect of a reviewees responsibilities to be covered in the planning and review statement, so it is not inevitable that the reviewer’s role as a reviewer will be covered in this way. If it is not highlighted as a priority, it would feature as part of the assessment of overall performance, with an assumption that they are meeting the requirements of their role and responsibilities.
